About the City Manager
The City Manager is the chief administrative officer for the City, and is responsible to the City Commission for the proper administration of all City business.
Meet Pampa’s City Manager
Shane Stokes was born and raised in Pampa, Texas and began his career in municipal government in 1993 as the Recreation Superintendent for the City of Pampa. Stokes has held several positions with the City, most recently, as the Assistant City Manager. After just over 20 years of service, Stokes took over as the City Manager in February of 2015. “I have always loved Pampa and taking this position seemed to be the next natural step in serving the citizens of my home town.”
Stokes graduated from West Texas A&M University in 1993, receiving his Bachelor of Science degree in Biology. “I came to work for the City part-time in 1993, with the intent of working that summer and then going on to graduate school. I loved the work so much, that I have stayed for over twenty years.” Stokes has served as the President of the Pampa Optimist Youth Club, as well as, the Pampa Lions Club, and currently serves on the Board of Directors for the Texas City Managers Association (TCMA).
Shane and his wife Sandee have three children, Kendall Murray of Mansfield, TX, McKinlee Martin of Guymon, OK and Brandon Stokes of Arlington, TX. The family enjoys sports of all kinds and being outdoors. Sandee works for the Pampa Independent School District. The Stokes family are members of Trinity Fellowship Church.
Responsibilities
- Provide executive leadership and direction
- Review and coordinate all City Departments and operations
- Offers professional advice on all aspects of the City’s operations
- Reviews all City Commission agenda materials for content and departmental recommendations
The City Manager prepares and submits the annual budget and capital program to the City Commission. He or she continuously monitors the City’s financial position and needs, keeping the City Commission fully informed, pertaining to the financial condition of the City.
